Francis, Ph.D. Secretary: Linda Dorsey-Walker, MBA Email: [email protected] Phone: (443) 470-6022 The COVID-19 Relief and Economic Stimulus Package will Bolster the Economy and Fight the Pandemic BALTIMORE COUNTY — Today, March 11, 2021,President Biden signed the American Rescue Plan Act of 2021 into law. The comprehensive $1.9 trillion relief package championed by Democrats will bring Maryland a giant step closer to successfully fighting the COVID-19 pandemic and building our country back better. “The signing of President Biden’s American Rescue Plan is a huge victory for Maryland and for all Americans. The broad and bold relief package completed the $2000 direct relief checks for Americans, funded $160 billion in vaccination and testing expansion, and provided billions of dollars in aid to local governments and small businesses; including significant capital investments for minority-owned businesses and small businesses in economically-disadvantaged areas” said Dr. Crystal R. Francis, Chair. “Our nation is at a critical inflection point and help is on the way. Tens of millions of Americans are out of work; Maryland families are struggling to pay for household expenses and need help putting food on the table; and small businesses across the state are on the brink of closing their doors. While Republicans refused to deliver much-needed aid to Americans and Marylanders in need, Democrats delivered on their promise to enhance their progress fighting the pandemic, and to build our country by putting resources back into the hands of businesses and families. “The Baltimore County Democratic Party is proud to stand with President Biden, Vice President Harris, Senators Cardin and Van Hollen, Democratic House Members, and Democratic Party supporters who made this massive relief package possible.” Other notable aspects of the American Rescue Plan include:

MARYLAND — Wednesday, March 3rd, Maryland Democratic Party Chair Yvette Lewis released the following statement after House Democrats, led by Congressman John Sarbanes (MD-3), passed H.R. 1 — a democratic reform package: “Today, thanks to the hard work of Congressman John Sarbanes and the support of the Democratic Caucus, the House of Representatives passed the largest voting rights and democracy reform bill in a decade. H.R. 1, the For the People Act, would fundamentally improve the way our politicians are held accountable, making elections more fair, transparent, and accessible. “As we watch Republicans across the nation attempt to roll back voting rights and restrict access to the ballot box, this critical piece of legislation would protect the most fundamental right of any democracy — the right to vote. Every American who can vote should be able to do so with ease and without undue barriers. “The For the People Act would also bring significant transparency and anti-corruption measures to our government, including limiting the use of ‘dark money’ — ensuring that SuperPACs cannot influence our elections without accountability. The American people deserve to know what their Members of Congress are doing, and be guaranteed our elected officials are working for the people, not special interests. “This push to increase government transparency and protect voting rights is supported by the vast majority of Americans and Marylanders, including most Republicans. These are bipartisan issues, and it’s unfortunate that Congressional Republicans were unable to rise to the moment and support bipartisan solutions. “We thank Congressman Sarbanes, Majority Leader Hoyer, and all of Maryland’s Democratic House Members for their hard work on this bill. We look forward to it being heard in the Senate, and hope that Senators can set aside their differences to pass this crucial piece of broadly supported legislation.” Baltimore County Democratic State Central committee member mark brewster joins team ruppersberger3/3/2021

MARYLAND — Today, Friday, February 12th, Democrats in the Maryland General Assembly overrode several of Governor Larry Hogan’s vetoes, delivering results for the people of Maryland, and making significant investments in our state’s future. These veto overrides included the Blueprint for Maryland’s Future — fully implementing the recommendations of the Kirwan Commission and investing billions into our children and our state’s future. The bills that were made law today will invest in education, support local farmers, assist elder Marylanders, promote small businesses and job creation, expand transportation services, and lower the cost of prescription drugs. Many of these bills passed with significant bipartisan support, including the Small Business Innovation Research Program bill, which passed 109-25 in the House. “The session is just getting started, but Democrats in the General Assembly are already delivering results for the people of Maryland. These ambitious, common sense bills — many of which received strong bipartisan support — will invest in our future and help countless Marylanders in need,” said Maryland Democratic Party Chair Yvette Lewis. “Specifically, the Blueprint for Maryland’s Future bill will make a once-in-a-generation investment into ensuring that Maryland’s schools are the best in the nation, and that a zip code doesn’t dictate the quality of education. This week’s actions by Democrats will also help build our state back better from the COVID-19 pandemic by creating jobs, lowering the cost of prescription drugs, and helping ensure that transportation is affordable and accessible. “Unfortunately, these bills could have been law almost a year ago, and Marylanders would have already been seeing the benefits to small businesses, farms, and to our schools. It’s only because of Governor Larry Hogan’s pointless obstructionism that these broadly supported bills did not become law earlier. Hogan’s opposition highlights that time and time again it’s Democrats who deliver results for Maryland, and shows the crucial importance of electing a Democratic governor in 2022.” Just a few of the ambitious bills made law were:
MARYLAND -- Monday, February 1st, the Maryland Democratic Party released the following statement on the first day of Black History Month:
“This February, the Maryland Democratic Party proudly recognizes Black History Month, and honors the many Black Marylanders who have shaped our state and our nation. “Maryland is proud to be the home or birthplace for some of history’s greatest Black leaders and barrier breakers. A state whose history represents an all too familiar duality — originally defined by the evil of the Atlantic slave trade, we helped give birth to the movements of abolition, civil rights, and Black Lives Matter. Our state's Black leaders have defined generations and inspired millions; Marylanders like Frederick Douglass; Harriet Tubman; Supreme Court Justice Thurgood Marshall; and of course, Baltimore’s Congressman Elijah Cummings. As we honor their everlasting legacy, we must also pledge to continue their fight for equal justice under law, liberty, and opportunity for all. “This long tradition of extraordinary trailblazers is continued by the Black Marylanders who currently serve our state. In the Maryland General Assembly, House Speaker Adrienne Jones is the first African American and the first woman to ever hold the position, and in Congress, we are proud to be represented by Reps. Kweisi Mfume and Anthony Brown. In our own organization, Party Chair Yvette Lewis and Executive Director Eva Lewis make the Maryland Democratic Party the first, and only, state Party in the nation to be led by African American women in both leadership roles. “We also cannot recognize Black History Month without recognizing our country’s first Black woman Vice President, Kamala D. Harris. A proud HBCU grad, Vice President Harris has shown that there is no limit to what can be accomplished in America. “In these difficult, uncertain times, having strong Black leaders that truly represent the people of Maryland is more important than ever. The Black Lives Matter movement has laid bare the systemic racism that still exists in America and shown the desperate need for criminal justice reform. Meanwhile, the COVID-19 pandemic’s disproportionate toll exposed deep inequalities in our social, political, and economic systems. “This is why, as we recognize Black History Month, we must renew our commitment to improving the lives of Maryland’s Black communities by uplifting our leading voices, supporting policies that will address systemic racism, and electing candidates who will fight to end inequality and reform our criminal justice system.” As we know, Covid-19 did not create the systematic failings and inequities of our civil justice system and social safety net. Rather, the pandemic exacerbated these deficiencies and the significant harm they cause. To address these issues, in June, I convened the Attorney General's Covid-19 Access to Justice Task Force, a partnership between the Office of the Attorney General and the Maryland Access to Justice Commission. The purpose of the Task Force is to address civil legal challenges facing Marylanders in the wake of Covid-19.
On January 11, the Task Force released recommendations on a series of 59 racial justice priorities for the 2021 Legislative Session. These address housing, economic and food security, health equity, labor protections, and adequate access to the state's legal system. These measures are intended to help poor and minority families who have suffered the worst of the hardships brought by the coronavirus. Full report here Principal among them are:
